Arrestee alleged claims for excessive force and unlawful search and seizure. The plaintiff fled a traffic stop and drove across a lawn and into a garage and then approached officer on foot and refused to lower his hands and get on ground. Officer forced him to ground at gunpoint. District Court granted summary judgment for officers, finding that officer used reasonable force and enjoyed qualified immunity for seizure of the vehicle.
